Background

This document provides baseline estimates of the administrative data metrics for Measure A Goals 1–4, broken out by race and ethnicity, gender, age, and veteran status, for FY 2019–20 through FY 2023–24. The purpose of these demographic breakdowns is to inform the work of the Equity Subcommittee of the Leadership Table on Regional Homeless Alignment (LTRHA), which will define equity in the context of Measure A and recommend equity goals to the Executive Committee on Regional Homeless Alignment (ECRHA). The Data Subcommittee worked with the Equity Subcommittee to design the demographic breakdowns of these metrics.

About the Data Subcommittee. The Data Subcommittee was formed to provide data and analytical expertise to the Measure A goal-setting process. The Subcommittee is composed of homelessness and data experts from the County’s Chief Information Office (CIO), Department of Health Services (DHS), the Los Angeles Homelessness Services Authority (LAHSA), the California Policy Lab at UCLA, and the Homelessness Policy Research Institute (HPRI) at USC. The co-chairs of the Data Subcommittee are Peter Loo, Los Angeles County’s Chief Information Officer, and Janey Rountree, Executive Director of the California Policy Lab at UCLA.

About this document

The following sections are organized by demographic grouping (race/ethnicity, gender, age, and veteran status). Each section begins with a table that displays the characteristics of all service participants experiencing homelessness. For each metric, we provide two tables:

We suppress cells with fewer than ten individuals in order to preserve service participants’ privacy.

Methodology

The data about service participants’ demographics comes from administrative data sources, including the Homeless Management Information System (HMIS) and the Comprehensive Health Accompaniment and Management Platform (CHAMP). More information about these data sources can be found in the Data Subcommittee’s baselines report.1 Some of the numbers in this memo differ slightly from the numbers in the original baselines report because of changes to how we identify unique people in the combined HMIS and CHAMP data.

Race/ethnicity. Information about service participants’ race and ethnicity is self-reported in HMIS or CHAMP. We count people who identify with multiple racial/ethnic groups in all of the categories where they identify. For instance, a person who reports that they are Black and Asian would be counted in both the “Black or African American” category and the “Asian” category. Percentages in race/ethnicity distribution tables may add up to more than 100 because each category includes people who chose multiple race/ethnicity categories. This approach aligns with one of the recommended tabulation options described in the 2024 revision of Office of Management and Budget’s Statistical Policy Directive No. 15 (SPD-15), released under the Biden Administration.2

The recent updates to SPD-15 changed two aspects of how race and ethnicity are collected in HMIS and CHAMP3:

  • Hispanic or Latino question. Starting in October 2023, service participants have been asked a single question about race and ethnicity, with Hispanic and Latino as one option, rather than splitting the question in two (Hispanic/Latino ethnicity, then race). To make numbers comparable across reporting periods, we count people who identify as “Hispanic or Latino” and “White” before the October 2023 implementation date as Hispanic or Latino.4

  • Middle Eastern or North African category. The Middle Eastern or North African option was not available to service participants before October 2023, so the number of Middle Eastern or North African people recorded is artificially low, including in the baseline year of FY 2023–24.5 We suppress the data for FY 2019–20 through FY 2022–23 in the tables that follow.

Gender identity. Similar to race and ethnicity, we count people who identify with multiple genders in all of the categories where they identify—so a person who identifies as a man and as transgender would be counted in both the “man” and the “transgender” category.

Age group. We derive service participants’ ages from dates of service and years of birth recorded in HMIS or CHAMP. For each reporting period, we calculate the number of years between a person’s date of birth and their first or last qualifying event during that reporting period.6 We chose the age ranges reported in the tables in this memo to allow for comparability to the Point in Time Count.

Veteran status. We use self-reported data in HMIS and CHAMP to indicate whether service participants are veterans. These numbers may be an undercount of veterans experiencing homelessness because they include only veterans served by County and LAHSA services who are willing to report their status to service providers. Veterans served only by the Veteran’s Administration are not included because VA data is not yet integrated with County service data.

Unknown responses. We include a category in each demographic grouping that represents service participants without a known race or ethnicity, gender, age, or veteran status. People in this category may have different outcomes because they are less connected to the homelessness response system. In many cases, more people fell into the “no response” category in FY 2023–24, reflecting the fact that these records are more recently created and service participants have had fewer opportunities to update their demographic information.
